FISCAL NOTE ANALYSIS
STATE OF ALASKA BILL NO. SB 262
2024 LEGISLATIVE SESSION
Analysis
This bill directs the Department of Commerce, Community, and Economic Development to establish the state Artificial
Intelligence Task Force for the purpose of investigating the field of artificial intelligence and making recommendations for:
the responsible growth of the state's emerging technology market; the use of artificial intelligence in state government;
and the regulation of artificial intelligence.
One new temporary position would need to be established to support the task force. The bill requires a minimum of three
meetings of the task force, one in 2024, 2025, and 2026. Further meetings are at the discretion of the chair. Six meetings
total are assumed in this fiscal note, allowing for two meetings per year. Travel and per diem costs are included for the 10
members to attend those meetings. Services costs will be needed to support the task force with room rental, materials
preparation, and other incidental costs. Contractual support will also be needed for report writing assistance to formalize
the recommendations of the committee and provide the annual report required each year, as well as for expert support
and analysis as different areas of the artificial intelligence field and of the emerging technology market are analyzed. Two
positions will be needed to support this commission: one Project Manager to support board meetings, facilitate activity
between taskforce meetings, and manage the program; and one Research Analyst to complete research and analysis as
directed by the task force.
This task force would terminate at the start of the 35th Alaska State Legislature in January 2027. If this bill passes, the
following expenses will be incurred in FY2025, FY2026, and FY2027:
Personal Services:
$128.2 One temporary exempt Project Manager, range 20, in Juneau in all years
$128.2 One temporary exempt Research Analyst, range 20, in Juneau in FY2025 & FY2026
$ 64.1 One temporary exempt Research Analyst, range 20, in Juneau in FY2027 until 12/31/2026
Travel: $ 40.0 Travel for ten board members to attend two task force meetings per year
$ 8.0 Travel for the two positions to attend two task force meetings per year
Services: $ 30.0 Contractual support for report writing services
