FISCAL NOTE ANALYSIS
STATE OF ALASKA BILL NO. SB 258
2024 LEGISLATIVE SESSION
Analysis
This bill adds a new subsection to AS 43.23.005 that will allow an Alaskan who has had a conviction that has been vacated,
reversed, or dismissed to potentially be eligible for a permanent fund dividend (PFD).
This bill also allows for those who have prior convictions dismissed or found not guilty prior to the effective date of this Act
are able to apply for a permanent fund dividend under AS 43.23.005(j), not later than one year after the effective date of
this Act.
The Division is unable to know how many Alaskans with past vacated sentences will apply for past year dividends in the
year following the effective date of the bill. During initial analysis, the Division is unable to estimate potential staffing and
programming cost without further clarification.
