FISCAL NOTE ANALYSIS

2024 LEGISLATIVE SESSION
Analysis
This legislation would create in statute a range 23 partially exempt Executive Administrator position for the Big Game
Commercial Services Board (BGCSB). This position will be primarily responsible for managing all licensing functions and
public facing communications for the program, administering board meetings, drafting regulation projects as needed,
ensuring appropriate submission of required reporting by licensees, assist the board with maintaining 29 written and
practical examinations, and administering examinations for licensees and applicants, as well as other duties as required by
both the division and board.
The BGCSB Executive Administrator position and associated personal services authority was created in the FY2024 budget
and established as a temporary exempt position because statutory authorization for the position did not exist. If this
legislation is adopted, that temporary exempt position will be converted to a full-time exempt Executive Administrator
(R23). Core services costs associated with the position were not included when the position was originally added, but are
necessary to support the position. The associated projected costs:
Personal Services: $160.0 One full-time exempt Executive Administrator (R23)
Services: $25.0 Core services, per position, per year
Professional licensing programs within the Division of Corporations, Business and Professional Licensing are funded by
Receipt Supported Services – fund source 1156 Rcpt Svcs (DGF). Licensing fees for each occupation are set per AS 08.01.065.
The total amount of revenue collected approximately equals each occupation’s actual regulatory costs.
