A RESOLUTION
1 Proposing amendments to the Constitution of the State of Alaska relating to an
2 appropriation limit; and relating to the veto power of the governor.
3 BE IT RESOLVED BY THE LEGISLATURE OF THE STATE OF ALASKA:
4 * Section 1. Article II, sec. 15, Constitution of the State of Alaska, is amended to read:
5 Section 15. Veto. The governor may veto bills passed by the legislature. He
6 may, by veto, strike or reduce items in appropriation bills. The governor shall, by
7 veto, strike or reduce items in an appropriation bill in the amount necessary for
8 the appropriations to comply with the minimum veto amount for a fiscal year
9 established by law. The minimum veto amount for a fiscal year established by
10 law must exclude appropriations required by the federal government for state
11 participation in federal programs and appropriations to an account or fund
12 existing on the date of ratification of Section 7 of Article IX. He shall return any
13 vetoed bill, with a statement of his objections, to the house of origin.
14 * Sec. 2. Article XV, Constitution of the State of Alaska, is amended by adding a new
15 section to read:
16 Section 30. Application of Amendment. The 2024 amendment to Section 15

1 of Article II applies to appropriation bills or items made for the fiscal year ending
2 June 30, 2026, and thereafter.
3 * Sec. 3. Article IX, sec. 16, Constitution of the State of Alaska, is repealed.
4 * Sec. 4. The amendments proposed by this resolution shall be placed before the voters of
5 the state at the next general election in conformity with art. XIII, sec. 1, Constitution of the
6 State of Alaska, and the election laws of the state.
