FISCAL NOTE ANALYSIS

2024 LEGISLATIVE SESSION
Analysis
This bill adds a new subsection to the Certified Nurse Aide section of law that outlines what a certified nurse aide (CNA)
training program must include and that it must be conducted in a manner to ensure the clients receive safe and competent
care. Currently, statute allows the Board of Nursing to, after consultation with affected agencies, adopt regulations
regarding the certification of nurse aides including the training, education, and other qualifications for certification that will
ensure that the nurse aides are competent to perform the tasks of their occupation. Regulations have been adopted by the
board that ensure the training programs are conducted in a safe manner and that clients receive safe and competent care.
If the bill passes, the printing, postage, and legal costs for regulation update will be absorbed by the division's existing
budget authority.
Professional licensing programs within the Division of Corporations, Business and Professional Licensing are funded by
Receipt Supported Services — fund source 1156 Rcpt Svcs (DGF). Licensing fees for each occupation are set per AS
08.01.065. The total amount of revenue collected approximately equals each occupation’s actual regulatory costs.
