Analysis
This bill would allow a person to preregister to vote at the age of 16. Ninety days prior to the person attaining the age of
18, the division would mail the person a voter registration card.
The division will be required to develop a technical solution for the statewide voter registration and election management
system (VREMS) to accommodate this new group of future voters. A one‐time set‐up cost for this revision to VREMS is
estimated to be $75.0 in FY25. This would essentially be a subset of voters within the master list. The ongoing
maintenance costs associated with the enhancement required to VREMS is estimated to be $7.5 per year.
The division would also be required to, at a minimum, revise all voter registration forms and the online voter registration
system, work with the Division of Motor Vehicles to include this new category, and engage in extensive outreach to all
National Voter Registration Act agencies.
The division will be required to promulgate new regulations. The division will need to consult with the Department of Law
to determine if the information of these minors is protected and not intended to be released in any lists available from the
division. At a minimum, the regulations would be necessary to clarify how the division will store the data and what parts
will be made available to the public, as well as how individuals (or their legal guardians) would interact with the division in
the maintenance of the data.
