STATE OF ALASKA BILL NO. SB231
2024 LEGISLATIVE SESSION
Analysis
SB231 requires that minors receiving mental health treatment are given access to confidential video communications with
a parent or guardian, requires the Department of Health to inspect each residential psychiatric treatment center twice a
year, requires the Department of Health to interview residents of the treatment center, and requires that treatment
centers report on the use of seclusion, and restraints to the Department of Health and the patient’s parent or guardian.
Youth in the custody of the Department of Family and Community Services who are receiving medical treatment at a
residential psychiatric treatment center are subject to the provisions of SB231. In cases when parental contact is
inappropriate, the department will need to ensure that court orders exempt these children from the parental contact
provisions of SB231.
SB231 does not apply to the Department of Family and Community Services ‐ Alaska Psychiatric Institute (API) because API
is a hospital, not a residential psychiatric treatment center.
SB231 will no fiscal impact on the department.
