FISCAL NOTE ANALYSIS
STATE OF ALASKA BILL NO. LL0383
2024 LEGISLATIVE SESSION
Analysis
This legislation amends AS 16.10.420 by adding a new subsection allowing private nonprofit (PNP) salmon hatchery
operators to sell fish to a private person under permitting by the Alaska Department of Fish and Game (ADF&G).
With existing permitting structures in place, ADF&G can absorb the additional workload for processing applications for
individuals or organizations that want to purchase fish. Any ongoing costs will likely be nominal as ADF&G has processes
in place to review and approve or deny stocking proposals resulting from this legislative change. Outside permitting,
ADF&G would not be involved in the sale of the fish to private persons. Therefore, the department expects minimal fiscal
impact and submits a zero fiscal note.
This legislation has the potential to increase operation costs and revenue for PNP salmon hatchery operators that choose
to engage in this new business opportunity.
