FISCAL NOTE ANALYSIS
STATE OF ALASKA BILL NO. HB 260
2024 LEGISLATIVE SESSION
Analysis
This bill repeals statutory reference that authorizes payment for, and oversight of, programs for catastrophic illness
assistance and medical assistance for chronic and acute medical conditions.
The Chronic and Acute Medical Assistance (CAMA) program is a state funded program designed to help needy Alaskans
who have specific illnesses get the medical care they need to manage those illnesses. It is a program primarily for people
who do not qualify for Medicaid benefits, have very little income, and have inadequate or no health insurance.
Since the implementation of the Expansion Group in 2015, most individuals qualify for Modified Ajusted Gross Income
(MAGI) Medicaid rather than needing CAMA. The only individuals that CAMA can still serve are legal aliens that do not
meet the five‐year waiting period required for Medicaid eligibility.

Other costs associated with regulations and system modifications can be absorbed by exiting staff and contracts.
