Analysis
   This bill permits package store licensees to deliver alcoholic beverages to patrons by curbside delivery. It also creates a new
   license type that would permit package store licensees and other retailers of consumer goods to delivery alcoholic
   beverages to consumers off premises.
   This new license type will require adjustments to the new licensing system to create the new license type and will require
   updates to existing requirements for holders of package store repackaging and package store delivery endorsements.
   These updates will require education and outreach to local governments and other impacted parties. Regulations in
   support of this change will be required. Regulatory and outreach work will be completed by existing staff.
   Services:              $ 5.0 in FY2025 only for legal costs to amend regulations, printing, and postage
                          $ 2.5 in FY2025 only for outreach materials, printing and postage
                          $95.0 in FY2025 only for one-time programming costs to update licensing system for new license type
   The number of licensees under this program is not yet known, and the fee amount has not yet been established. As a result
   the changes in revenue cannot be accurately estimated. However, it is projected that the amount of revenue collected will
   be sufficient to support the cost of implementing the changes in this bill.
