FISCAL NOTE ANALYSIS
STATE OF ALASKA BILL NO. HB 177
2024 LEGISLATIVE SESSION
Analysis
This legislation will require the Department of Natural Resources to provide a report to the legislature. The Division of
Geological & Geophysical Surveys (DGGS) will write the report, with input from the Division of Mining, Land, and Water.
Report contents will include comparing the state's current production, potential future production to national, global
production of critical and essential minerals, identify strategies to increase industry exploration, project state production
and development of critical and essential minerals and, compare the state's permitting timelines and exploration
incentives with the permitting timelines and exploration incentives in other jurisdictions.
The position selected to work on this project is federally funded. To complete this short-term project, the division requires
a one-time UGF increment. There are no other existing PCNs that are state funded with the required scientific-technical
expertise that can complete this project. Given the difficulties with recruiting highly skilled temporary positions, utilizing
an existing project-driven position is the most appropriate option.
