2024 LEGISLATIVE SESSION
Analysis
This legislation will establish licensure for associate counselors under the Alaska Board of Professional Counselors
("board"). The requirements for the associate counselor will be prescribed by the board in regulation. A number of other
provisions are moved from statute to regulation as well, such as the requirements to be approved as a counselor
supervisor and creation/authorization of an associate counselor program. This legislation also expands the requirements
to qualify for a professional counselor license by allowing for successful completion of an associate counselor program as
an alternative to the current requirement for 3,000 hours of supervised experience; and the removal of the requirement
for two letters of reference from licensed professional counselors.
If the bill passes the following expenses will be incurred and paid from Receipt Supported Services, fund code 1156 (RSS
1156). The division would require one Occupational Licensing Examiner (OLE) to review and process applications.
Personal Services: $93.1 for one full-time Occupational Licensing Examiner (R14) in FY25 and beyond
Services: $2.9 to amend regulations, legal review, printing, and postage in FY25 only
$25.0 in core services charges in FY25 and beyond
Commodities: $10.0 for one-time set up costs for new position in FY25 only.
Licensing fees for each occupation are set per AS 08.01.065. The total amount of revenue collected approximately equals
each occupation’s actual regulatory costs. Professional licensing programs within the Division of Corporations, Business
and Professional Licensing are funded by Receipt Supported Services – fund source 1156 Rcpt Svcs (DGF).
