STATE OF ALASKA BILL NO. SB 38
2023 LEGISLATIVE SESSION
Analysis
This bill creates several new crimes that are Class B misdemeanors. The bill prohibits a person from repeatedly contacting
emergency services to report an incident that has been previously reported after an emergency worker instructs the
person to stop making contact. The bill also prohibits making repeat contacts to emergency services knowing there is no
emergency or threatening an emergency worker.
New crimes result in additional workload for the Public Defender Agency. At this time it is unclear how many additional
cases will result from this change, however the agency believes the impact will be minimal and the agency can absorb the
additional cases with existing resources. The agency therefore submits a zero‐dollar fiscal note.
