Analysis
This bill adds a new section to the uncodified law of the State of Alaska providing for the transfer of personal use cabin
permits, and for the addition of names to permits. Department of Natural Resources (DNR) statutes and regulations state
that a cabin permit is not transferable or assignable and is only valid during the lifetime of the original permit holder. This
bill allows the original permit holder to transfer the permit to an immediate family member or add an immediate family
member as an additional permittee with a right of survivorship in the permit. If a permit holder passes away before the
average life expectancy of the holder, as established by the National Center for Health Statistics, without transferring or
assigning the permit, an immediate family may apply for permit rights for what would be the remaining life expectancy of
the original holder.
The bill adds a new section to the uncodified law to allow an immediate family member to assume the former privileges of
a permit that expired due to the death of the original permit holder on or after January 1, 2020, and before the effective
date of this act. The Division will subsume administrative costs related to processing permit transfers or administration;
therefore, the Division submits a zero fiscal note.
