Analysis
This bill would extend the existing Purple Heart Trail that currently stretches from the Canadian border to Fairbanks by
extending it down portions of the Parks Highway, the Glenn Highway, the Seward Highway, and Sterling Highway, ending
in Homer.
Language in this bill calls for the option of thirdparty donations to pay for the signage along the extended trail.
Additionally, federal funds and grants could be utilized under existing statutory authority in AS 44.42.060 to pay for
signage. Given the mix of funds, it is uncertain what portion of funding will ultimately be contributed and therefore this
fiscal analysis provides the full cost contemplated by the Department of Transportation and Public Facilities' (DOT&PF)
best interpretation of the current language, lending from how signage was placed for the existing Purple Heart Trail
(2008). Note: the below costs are represented in thousands, see associated PDF for greater detail on signage placement
provided to committee.
In DOT&PF Northern Region (NR), x1 large sign (12.5' x 6' @ $19,260.0 ea.), x6 small signs (3' x 4.5' @ $5,030.0 ea), and x2
interpretive displays (kiosk @ $10,000.0 ea.) are proposed by the department following the language of this bill as a total
of $69,440.0 for all signs in NR. This area represents leaving Fairbanks down the Parks Highway south. This stretch is
approximately 191 miles in total distance.
In DOT&PF Central Region (CR), x3 large sign (12.5' x 6' @ $19,260.0 ea.), x14 small signs (3' x 4.5' @ $5,030.0 ea), and x4
interpretive displays (kiosk @ $10,000.0 ea.) are proposed by the department following the language of this bill as a total
of $168,200.0 for all signs in CR. This area represents the Parks Highway south, the Glenn Highway, the Seward, the
Sterling Highway and ending in Homer. This stretch is approximately 293 miles in total distance.
The DOT&PF Commissioner's Office, and associated regions, would work with interested parties to pay for portions of this
signage through memoranda of understanding and any state funds appropriated that are offset by these donation would
then lapse back into the state general fund.
Senate Finance amended this legislation to include the Alaska Marine Highway System to the Purple Heart Trail, extending
an additional 3,500 miles. The same kiosk that will be used in pullouts will be used as a plaque on every operational vessel
in the AMHS fleet. Currently 9 vessels would have plaques installed at a cost of $2,000.0 ea. for a total of $18,000.0 to
create and install across the entire AMHS fleet.
Altogether, the new signs for the extended portion of the proposed Purple Heart Trail, adding the AMHS portion, are
estimated to cost $255,640 for both NR, CR, and AMHS.
