FISCAL NOTE ANALYSIS
STATE OF ALASKA BILL NO. HB 358
2022 LEGISLATIVE SESSION
Analysis
HB 358 extends statutory authorization for the existing Renewable Energy Grant Fund program to June 30, 2033.
Adoption of the bill will continue program administration by the Alaska Energy Authority (AEA). AEA administers the grant
program in consultation with the Renewable Energy Fund Advisory Committee and submits recommendations for the
funding of competitively evaluated projects to the Alaska State Legislature. AEA administration includes program
management and oversight, grant management, project management, technical support, and accounting.
The costs of administering the program are dependent on (1) program funding levels; (2) volume of active projects in a
given year; and (3) technical oversight required for new and existing grants. For FY2023, the budgeted amount for the
program is $1,400.0.
If the bill is adopted, no new grants will be issued from the Renewable Energy Grant Fund. However, the activities and
costs of administering existing grants will continue until the active grants and projects are completed and closed.
