Analysis
   This bill amends AS 18.66.990(3) by expanding the crimes considered a "crime involving domestic violence" to include the
   conduct defined under AS 11.61.116(a)(6); publishing or distributing electronic or printed photographs, pictures, or films
   that show the genitals, anus, or female breast of the other person or show that person engaged in a sexual act.
   This crime would be considered a crime involving domestic violence when committed by a household member against
   another household member. Consequently, a person who commits the crime of harassment in the second degree under
   this paragraph would be subject to the mandatory arrest laws under AS 18.65.530 if the offense was committed by a
   household member against another household member.
   Alaska State Troopers are responsible for the enforcement and investigation of all criminal laws of the state. Should this
   bill pass, the domestic violence training curriculum for law enforcement would need to be modified to include this offense
   as a crime involving domestic violence. There is no fiscal impact associated with modifying the training curriculum.
   Enforcement and investigation of violations of AS 11.61.116(a)(6) as a crime involving domestic violence would fall under
   the general duties of the Alaska State Troopers are are not expected to result in a fiscal impact. Therefore, a zero fiscal
   note is being submitted.
