Why this fiscal note differs from previous version/comments:
CSSB 190(FIN) reverted back to a June 30, 2030 extension date for the Regulatory Commission of Alaska (RCA) and requires the
RCA to adopt regulations specific to refuse utilities.

FISCAL NOTE ANALYSIS
STATE OF ALASKA BILL NO. CSSB 190
2022 LEGISLATIVE SESSION
Analysis
SB 190 extends the Regulatory Commission of Alaska (RCA) from June 30, 2022 to June 30, 2030. It also requires the RCA
to adopt regulations specific to refuse utilities. Finally, it repeals the requirement for the Legislative Audit Division to
conduct a biannual audit of information found in the Public Utilities Commission and the Alaska Pipeline Commission's
annual reports related to RCA's compliance with statutory requirements.
If the bill is not adopted and the RCA expires at the end of FY2022, a one year winddown of the RCA would occur in
FY2023 per AS 44.66.010(b) and (d), and the work to ensure just and reasonable rates of utilities and pipelines for the
Alaskan consumers would cease at the end of FY2023.
Operations of the RCA are funded by the regulatory cost charge, which is statutorily required to be set each year to fully
support the RCA's operations.
