Analysis
SB173 accomplishes two main outcomes: (1) moving the inspection of dental radiological equipment from the Board of
Dental Examiners in the Department of Commerce, Community, and Economic Development (DCEED) to the Division of
Public Health in the Department of Health and Social Services (DHSS); and (2) reintroducing dental specialist licenses into
Alaska law.
Relating to the dental radiological equipment inspections: The Division of Corporations, Business, and Professional
Licensing (CBPL) does not currently charge a fee for inspection of dental radiological equipment. DHSS will bill DCCED for
services through a reimbursable service agreement so additional receipt authority is necessary to allow DCCED to collect
the fee from dentists for radiological inspections. The amount on the services line in this fiscal note corresponds to this
amount on the interagency line in the fiscal note from DHSS. A new fee will need to be set in regulation by DCCED to cover
the annual inspection cost.
Relating to the dental specialist licenses: Restoring specialist licensing through board regulations will require one
additional Occupational Licensing Examiner position within CBPL.
If the bill passes the following expenses will be incurred:
Personal Services: $88.8 starting in FY2023 for one Occupational Licensing Examiner (Range 14)
Services: $15.0 starting in FY2023 for core services charges
$224.2 starting in FY2024 in interagency (IA) expenditures
$3.2 in FY2023 only for legal costs to amend regulations, printing, and postage
Commodities: $10.0 in FY2023 only for onetime set up costs for the licensing examiner position
Professional licensing programs within the Division of Corporations, Business and Professional Licensing are primarily
funded by Receipt Supported Services, fund source 1156 Rcpt Svcs (DGF). Licensing fees for each occupation are set per AS
08.01.065 so the total amount of revenue collected approximately equals the occupations actual regulatory costs.
