Why this fiscal note differs from previous version/comments:
Amendments were adopted that would decrease the anticipated expenditures to AMCO. Travel was removed and the bill was amended
so that members of the Task Force are entitled to per diem only.

FISCAL NOTE ANALYSIS
STATE OF ALASKA BILL NO. CSHB 289(L&C)
2022 LEGISLATIVE SESSION
Analysis
HB 289 establishes the Alaska Marijuana Industry Task Force within the Department of Commerce, Community, and
Economic Development (DCCED) with the purpose of reviewing existing marijuana laws and structures related to taxation,
licensing, enforcement, fees, etc. The Task Force is directed to offer recommendations to the Legislature, Governor, and
Marijuana Control Board (MCB) via a report due by December 31, 2022. The Task Force would discontinue when the 33rd
Legislative Session begins in January 2023.
If this bill passes, AMCO anticipates the following expenditures:
Personal Services:
$52.3 for a longterm nonpermanent Project Assistant (Range 16) to assist with meetings, research,
compiling information, and report finalization for eight months (June through January).
Travel: $4.0 for per diem for 13 appointees to attend meetings (estimated 6 meetings)
Services: $2.0 for public notices
The Alcohol and Marijuana Control Office (AMCO) is funded by 1005 General Funds/Program Receipts from licensing fees
and would require additional receipt authority to implement this bill. Should this bill become effective in FY2022, AMCO
would require supplemental funding for FY2022 to cover the additional expenditures it would incur. It is anticipated that
the Task Force would hold up to 2 meetings during FY2022 which would require per diem, public notices, and staff.
Existing marijuana receipts are sufficient to support this increase.
