FISCAL NOTE ANALYSIS
STATE OF ALASKA BILL NO. HB 256
2022 LEGISLATIVE SESSION
Analysis
This bill amends AS 18.65.220 relating to powers of the Alaska Police Standards Council (APSC) by adding a new subsection
requiring APSC to:
Make recommendations and authorizing adoption of regulations relating to requiring a police officer, parole officer,
municipal correctional officer, or correctional officer (officers) to report to a supervisor an incident in which an
officer used deadly force or prepared to use deadly force against a person;
Maintain a central registry of officers who have had a certificate denied or revoked for failing to meet standards
adopted by APSC;
Prepare and submit a report to the legislature detailing the information entered in the central registry in the
preceding year; and
Upon request, assist agencies in developing rules based on the recommendations or regulations adopted by APSC.
APSC meets quarterly and requires at least two meetings to endorse, publish, gather public comment, and adopt new
regulations. Based on the July 1, 2022, effective date of the bill it is expected the regulations would be adopted by January
1, 2023.
Modules within APSC's information management system, ACADIS, can be used to create and maintain a central registry of
officers who have had a certificate denied or revoked for failing to meet standards adopted by APSC. This would be an
expansion of the current system, and is estimated to cost $10,000 per year for online system hosting and data
management services.
Preparation of an annual report to the legislature will involve staff time which would be lessened by the modifications to
ACADIS and is not expected to require additional staff.
