Analysis
SB 151 extends statutory authorization for the existing Alcoholic Beverage Control (ABC) Board through June 30, 2027.
Adoption of the bill will continue existing activities by the ABC Board and administration through the Alcohol and
Marijuana Control Office (AMCO). Failure to adopt the bill would result in a oneyear wind down of the ABC Board in
FY2023 with a cease of operation on June 30, 2023.
The ABC Board's mission is to control the manufacture, barter, possession, and sale of alcoholic beverages in the state.
The ABC Board and its agency staff within AMCO issue liquor licenses and permits and enforce laws and regulations
regarding alcohol in Alaska. There are currently 1,913 alcohol licenses issued in the state of Alaska. Licenses are valid for a
twoyear period, renewing biennially. Each of these licensees relies on the ABC Board and AMCO for administration and
renewal of the licenses that enable them to continue the operation of their business.
If this bill passes, the following expenses will continue to be incurred:
Personal Services:
$752.6 (Seven full time positions: three Special Investigator 1s, two Occupational Licensing
Examiners, one Local Government Specialist 3, and one Administrative Assistant 1)
Travel: $ 50.0 (Five board members and two staff members to attend four board meetings per year)
$ 20.0 (Enforcement travel for inspections, audits, and investigations)
$ 5.0 (Director or staff travel for conferences and/or training)
Services: $ 5.0 (Meeting room rentals for four board meetings)
$102.5 (Department of Law attorney fees)
$ 22.5 (Office of Administrative Hearings)
$ 25.0 (Department of Public Safety fingerprint/background fees)
$ 5.0 (Public notice advertisements)
$ 3.0 (Postage required to mail renewal notices, other correspondence)

Commodities: $ 10.0 (Printing Services required signs for licensees, licenses, statute books)

If the ABC Board sunsets, the AMCO office will continue to operate for the marijuana licensing program, and will take on
additional expenditures that would normally be split between both the alcohol and marijuana programs (Division Director,
shared investigators, etc.).
AMCO is funded by program receipts, fund source 1005 General Fund/Program Receipts (DGF). Licensing fees for each
license type is set by statute and regulation. The total amount of revenue collected is sufficient to support annual
regulatory costs.
