FISCAL NOTE ANALYSIS
STATE OF ALASKA
2022 LEGISLATIVE SESSION
Analysis
This bill prohibits a state or municipal agency from placing certain restrictions on firearms and firearm accessories. For
example, a state or municipal agency may not forbid the possession, use or transfer of a personal use firearm or firearm
accessory or order the confiscation of a firearm or firearm accessory. A state or municipal agency also cannot limit the
operating hours of a place the sells firearms or of a shooting range unless those same restrictions are placed on all other
businesses. Further, a state or municipal agency cannot suspend or revoke a permit to carry a concealed handgun unless
such action is already permitted under state law.
If a state or municipal agency imposes any of the above restrictions in violation of the language of the bill a person may
bring a civil action.
The provisions of the bill do not apply to a person who is prohibited from possessing a firearm, firearm accessory, or
other weapon under state law.
Because this legislation anticipates a private cause of action, the department does not anticipate a fiscal impact should
this bill become law.
