2022 LEGISLATIVE SESSION
Analysis
HB 184 amends AS 47.05 by adding a new section to codify Alaska Tribal Child Welfare Compact into statute. The bill
ensures State participation in the Compact in the administration of child welfare services by Tribes and Tribal
Organizations.
The Alaska Tribal Child Welfare Compact (the Compact) is between certain Alaska Native Tribes and Tribal organizations
(referred to as Cosigners) and the State of Alaska. Currently, the State of Alaska and 18 Cosigners participate in the
Compact. Effective December 15, 2017, the Compact provides for the department to enter into funding agreements with
Cosigners and aims to improve outcomes and strengthen child welfare services. The Compact encourages governmentto
government collaboration and cooperation to promote the autonomy of Tribes in Alaska related to the delivery of child
welfare services.
The Compact has been funded $7,726.7 between FY2018 and FY2022. As this bill only enshrines ongoing state
participation in the Alaska Child Welfare Compact in statute, there is no fiscal impact.
