2022 LEGISLATIVE SESSION
Analysis
This bill amends AS 18.65.620 by adding a new subsection to require that law enforcement agencies enter missing person
records into the Alaska Public Safety Information Network (APSIN) and the National Crime Information Center (NCIC)
within two hours of receiving a report of a missing person who is under 21 years of age. It also amends AS 47.10.141(a) to
require juvenile missing person reports be entered into APSIN and NCIC and the Missing Persons Information
Clearinghouse in accordance with AS 18.65, as amended by this bill. These changes will make state law consistent with
federal law.
The Department of Public Safety already trains state and local law enforcement agencies on the more restrictive federal
reporting requirement, and most law enforcement agencies already comply with the more restrictive requirement.
Programming changes to APSIN have already been made to allow record entry for missing persons under the age of 21.
Therefore, a zero fiscal note is being submitted.
