Why this fiscal note differs from previous version/comments:
This fiscal note reflects changes adopted in the House Finance Committee. New fee schedule keeps resident guide licenses at $100
and resident operators or resident combination licenses at $200. Nonresident licenses have been added to the fee schedule at $200 for
nonresident guides and $400 for nonresident operators or nonresident combination licenses.

2022 LEGISLATIVE SESSION
Analysis
The Department of Fish and Game is federally required to issue salt water logbooks for recording harvest and effort data
to meet Pacific Salmon Treaty and International Halibut Act obligations as well as several regulations adopted by the
Alaska Board of Fisheries. However, the mandate is unfunded by the federal government. This bill will provide funding for
the issuance and reporting of salt water logbooks by restoring sunsetted license fees and increasing license fees for
nonresidents.
Revenue generated under the proposed fee structure: The licensing fee structure portion of this legislation would begin
January 1, 2023 at $100 for resident sport fishing guides, and $200 for resident sport fishing operators or combined
resident sport fishing operator and guide. Additionally, nonresident guide license fees will be $200 and $400 for
nonresident sport fishing operators or combined nonresident sport fishing operator and guide.
The department projects fees to generate approximately $594,400 annual revenue depending on activity.
