Analysis
This bill implements several changes to the Village Public Safety Officer (VPSO) program statutes.
The bill requires DPS to conduct background investigations on individuals who apply to be employed as a VPSO. A long
term nonpermanent background investigator position will be required to conduct background investigations on VPSO
applicants at an annual cost of $100,900. DPS typically uses long term nonpermanent positions in this capacity as it allows
the department to hire experienced, retired law enforcement officers to fill the positions rather than permanent fulltime
troopers.
The bill also requires successful completion of a psychological examination for VPSOs who will carry a firearm in the
performance of their duties. This fiscal note assumes all VPSOs will be subject to psychological testing. The cost for 50
VPSOs to receive psychological testing in FY2023 is estimated to be $21,250 ($425 per person). Psychological testing in
subsequent years is estimated at $6,375 based on an average of 15 new VPSOs each year.
