FISCAL NOTE ANALYSIS
STATE OF ALASKA BILL NO. CSSB 20
2022 LEGISLATIVE SESSION
Analysis
This bill eliminates the preliminary teaching certificate and allows an educator with a valid outofstate teaching certificate
to qualify for a regular teaching certificate based on the valid outofstate teaching certificate, at least a bachelor's degree,
and a criminal history background check.
An outofstate teacher qualifying for this certificate type would not be required to pass a competency or content area
exam and would have two years to satisfy the Alaska studies and multicultural coursework. An outofstate teacher
qualifying for this certificate type would also have two years to satisfy the mandatory training requirements.
The Department of Education and Early Development (DEED) would be required to adopt a process to expedite issuance of
a certificate to the spouse of an active duty member of the armed forces of the United States.
No effective date has been provided.
DEED would need to review regulations and make necessary changes to bring teacher certification regulations into
conformity. There is a onetime increment of $6.0 to implement the necessary regulation changes.
