Analysis
   This bill directs the State Board of Education and Early Development (State Board) to negotiate with federally recognized
   tribes on establishing five demonstration statetribal education compact schools that may operate for a fiveyear term.
   The negotiated outcome being a report to the legislature based on these negotiations. Tribes have until December 31,
   2022, to initiate, via tribal government resolution, their desire to negotiate with the State Board. No later than March 31,
   2023, the State Board must negotiate with the governing bodies of the tribes that submit resolutions to set the terms of
   the demonstration statetribal education compacts. Following the negotiations, the State Board must submit a report to
   legislature that provides recommendations relating to statetribal education compact schools. The State Board is given
   the option to propose recommended legislation as part of the report. In drafting this report, the State Board must consult
   with tribes and tribal organizations prior to submitting the report no later than January 31, 2024.
   The number of recommended negotiated statetribal education compact schools is limited to five, and the terms these
   recommended compacts would be for five years. These recommended statetribal education compact schools will not be
   able to start operating the demonstration schools until after there is additional future legislation enacted, prior to January
   31, 2029, that authorizes the recommended demonstration statetribal education compact schools to begin operation.
   This bill is effective immediately under AS 01.10.070(c).
   Any costs associated with the negotiations and development of the report to the legislature will be absorbed within the
   Department of Education and Early Development's operating budget.
