Analysis
This bill amends AS 44.41.065 relating to sexual assault examination kits by reducing the amount of time in which the state
crime lab must test a sexual assault examination kit from one year to six months after the crime lab receives the sexual
assault examination kit.
To achieve a six month turnaround time for testing of sexual assault examination kits while still maintaining the current
level of service for other DNA services (property crimes, homicides, etc.), the crime lab estimates that two new Forensic
Scientist 12 positions and one new Forensic Scientist 3 position would be needed. However, the crime lab is striving for a
threemonth turnaround time for testing of sexual assault examination kits and as such, this fiscal note reflects the cost of
achieving that goal. This will require one new Administrative Assistant 2, one new Forensic Technician 1, and one new
Forensic Scientist 1 in addition to the positions already listed.
Total annual costs are estimated at $1,229,300 and include personal services costs of $592,300; software licensing costs of
$84,000; commodities costs of $353,000 for the necessary consumables associated with testing; and $200,000 for adding
cubicles, furniture, computers, and annual laboratory equipment replacement and refresh.
