2022 LEGISLATIVE SESSION
Analysis
   This legislation adds a section to the financial disclosure statutes regarding the Alaska Online Checkbook which would
   require the Division of Finance (DOF) to create and maintain a centralized website that contains unaudited and estimated
   statewide financial information.
   The website would be searchable and available at no cost to the public and contain the following information:
           Unaudited state revenue
           Unaudited expenditures
           Estimated account balances for Statutory Budget Reserve, Constitutional Budget Reserve, and the Permanent Fund
            Earnings Reserve Account
           The amount deposited into the Permanent Fund
           Information from the Comprehensive Annual Financial Report
           The number of state employees and the number of independent contractors engaged by the state
           State service procurement information
           Requires state agencies that do not use IRIS to report information necessary to comply with the statute to DOF
           Include reference materials to assist the public in understanding the information provided.
   To create the website this bill requires, the Division of Finance will need to procure outwardfacing presentation software,
   server capacity, design expertise, and contractor assistance with interface design, programming, and reporting. This cost is
   reflected in the 250.0 capital appropriation.
   In addition to the capital costs, the division anticipates the need for ongoing maintenance and operations costs of 65.0 in
   server capacity and software licenses.
