FISCAL NOTE ANALYSIS
STATE OF ALASKA BILL NO. HB 22
2021 LEGISLATIVE SESSION
Analysis
This bill would explicitly allow shared ownership of milkproducing animals as well as sharing of raw milk and raw milk
products among multiple owners.
The bill prohibits the Department from restricting or imposing requirements on the sharing or transfer of raw milk or raw
milk products between coowners, and provides a definition of raw milk and raw milk product. There would be no
regulatory oversight, testing, or inspections required of the Department under this proposed legislation.
Food borne illness outbreaks related to raw milk distributed through herd share agreements are an existing risk. The
Department would be able to assist the Department of Health and Social Services with investigating these outbreaks
within its current resources.
