Analysis
   A 2019 Alaska Supreme Court Case found Alaska's current Sex Offender Registration Act overly broad because it did not
   provide a hearing to enable offenders to show they are no longer dangerous and therefore should no longer be required
   to continue registering. This bill provides a framework to enable these types of hearings. The bill also increases the
   registration requirement for some offenses and adds one that did not previously exist for offenses related to animal
   cruelty. Increasing the registration requirement for offenses increases the seriousness of those cases, which increases
   litigation in all stages of a case.
   The Department of Law has provided a conservative estimate on staffing needs based on the number of people currently
   on the registry who would be eligible for hearings. The Public Defender Agency anticipates at least a commensurate
   increase in workload and increasing costs for the Agency related to the litigation of these cases and additional hearings.
   The Agency is therefore requesting two additional attorney positions and two additional support staff positions. The
   Agency will experience additional workload as requests for hearings and pre-petition preparation begin.
